1) The difference between 2 sentences is made by speaker’s estimate. In the second sentence, speakers think it is not built on facts.
2) If I am 20 years old, I will be able to drink. If I were genius, I would stop studying.
3) 話し手が「現実に起こりうることか、現実では起こらないことか」を判断して使います。２）の例文では、自分が中学生だとするといずれは２０歳になるので、現実に起こる可能性はありますが、２つ目の文は「自分が天才だったら」のように仮定をし、現実と矛盾することなので仮定法を使っています。

1. I think the difference between the 2 sentences is whether it has a possibility or not.The former sentence has a possibility to be prenty of water.But the latter doesn’t have a possibility to be prenty of water. So it can be expressed that there can’t be prenty of water because they don’t build a reservoir.
